National Youth Parliament Scheme 2021

The government of Indian invites schools, colleges/universities & students to apply for National Youth Parliament Competition 2021. The Competition is held to develop democratic ethos in the younger generation. Competition is conducted by the Ministry in various categories of schools and colleges/universities. Youth Parliament Scheme was introduced in the Schools in Delhi in 1966-67. In 19988 separate scheme of Youth Parliament for Kendriya Vidyalayas at the National Level was launched. After that in 1997-98, two new Youth Parliament Schemes were introduced at the national level. One for Jawahar Navodaya Vidyalayas and the other for Universities/Colleges were launched.

Ministry of Parliamentary Affairs launched official web portal to promote the Youth Parliament programme of the Ministry. The portal contains various e-training resources in the form of tutorials, literature, training videos, etc. for e-training and self-learning of the participants. The portal used for implementing and monitoring of the Youth Parliament Scheme.

Objective of Web Portal

The objective of the web portal of Youth Parliament is to strengthen the roots of democracy, inculcate healthy habits of discipline, tolerance of the view of others and to enable the student community to know about practices and procedures of the Parliament.

Eligibility Criteria For Scheme

All recognized educational institutions of the country are eligible to participate in the ‘Portal Based Youth Parliament Programme’. To participate in the National Youth Parliament Festival, one have to visit the official website.

Registration For Youth Parliament Scheme

The registration of participation for Youth Parliament Programme shall be done through the Youth Parliament portal. The schools/institutions shall be able to register themselves through Aadhaar Card of Principal/ Head/ Registrar/ Dean or as may be prescribed from time to time.

How To Do Registration For Youth Parliament Programme

  • First all you need to visit the official website of NYPS.
  • Click on Login link.
  • Now click on New Registration link.
  • Select Kishore Sabha or Tarun Sabha.
  • Enter Name of the Principal/Head/Dean/Registrar.
  • Select Designation of the Principal/Head/Dean/Registrar.
  • Enter Name of the Institution.
  • Select Nature of Institution and Affiliated to.
  • Enter Email Id and Mobile No.
  • And click on Submit.

Duration of Youth Parliament Sitting

Participates will be allowed to sit in Parliament for Youth Parliament Competition only for one hour. After the duration of One-hour sitting no one will be allowed to sit in Parliament.

Number of Participants in the Youth Parliament

Each Youth Parliament sitting may consist of about 50-55 students.

Selection of Students

Students of class IX to XII will be selected from schools with the approval of their principal for Kishore Sabha of Youth Parliament. And students of Under Graduate and Post Graduate levels will be selected from Universities/Colleges with the approval of their Registrar/Dean for Tarun Sabha of Youth Parliament.

Language

All the participants may speak in any Scheduled language preferably in Hindi and English.

Subjects For Discussion At Youth Parliament

Participates can select subject of welfare activities, defence of the country, social justice, social reforms, economic development, communal harmony, education, govt. welfare schemes, health, student’s discipline etc. The selected Subject will be non-controversial. No direct or indirect remarks may be made in the speeches so as to cast aspersion on the political parties or leaders/persons etc. Each year a common theme on Government policies and programmes may be fixed for Youth Parliament Festival.

National Youth Parliament Scheme Timeline

The Youth Parliament Programme will run in two cycles as per the following timeline:-

Cycle-I

1 Registration 1st October – 31st October
2 Organization of Programme 1st November – 31st January
3 Downloading of ‘Certificates’ 1st February – 31st March

Cycle-II

1 Registration 1st April – 30th April
2 Organization of Programme 1st May – 31st August
3 Downloading of ‘Certificates’ 1st September – 15th October

The cycle/timeline is subject to change from time to time as decided by the controlling authority.

Certificates

Every student taking part in the National Youth Parliament Competition will get ‘Certificate of Participation’ and Teacher in-charge/Head of Institution will get ‘Certificate of Appreciation’. Principal/ Head of the Institution with login credentials will be able to print the certificate and distribute to the participants.

    Is there any change in the cycle to conduct the Youth Parliament program due to COVID – PANDEMIC 2019.
    Please let me inform our school has registered in the month of November (4/11/2020). Can we conduct the programme in the month of March or April.
